“Free lists” are actually being paid for, indirectly, by the no-pay/low-pay survey makers to recruit more gullible survey participants to work for next to nothing. No list is really free. It is either paid for by you or by the (low-pay/no-pay) survey makers trying to recruit you.

Since some paid survey sites also accept some survey makers into their lists in order to collect recruiting fees, you will need to carefully screen them to pick out a good one. You can do this based on what the current and past clients are saying about it, as reported in their refund rates.
